　To the present Editor, not less than to Bobus, a Government of the Wisest, whta Bobus calls an Aristorcracy of Talent, seems the one healing remedy: but he is not so sanguine as Bobus with respect to the means of realising it.
　この編集者にとって、少なからずボーバスにとってと同じように、最もの政府、いわゆるボーバスの言う才能を持った貴族が、一つの治療薬のように思われる。しかし、この編集者はそれ(賢い人の政府)を実現する手段に関しては、ボーバスのように楽観的ではない。

　He thinks that we have at once missed realising it, and come to need it so pressingly, b departing far from the inner eternal Laws and taking up with the temporary outer semblances of Laws.

Benjamin Disraeliについて、国際関係論分化4年のS君の発表があった。
イギリスで首相を努めた唯一のユダヤ人。

同時に小説を書き二つの顔を持つ。

保守党の党首で首相となる。

このConservative and Liberal Principlesは1872年Crystal Palaceでの演説。

菊島が二人目で当たる。

Gentlemen, some years ago--now, indeed, not an inconsiderable period, but within the memory of many who are present -- the Tory party experienced a great overthrow.皆さん、何年か前に、今では、実際、僅かではない機関、だが、今日ここにご列席の方々の記憶にはあるが、保守党は大きな政権の交代を経験した。

I am here to admit that in my opinion it was deserver.私の意見では、それは当然であるとここで私は認めます。

A long course of power and prosperity had induced it to sink into a state of apathy and indifferenc, and it had deviated from the great principles of that political association which had so long regulated the affairs and been identified with the glory of England.　長い間の権力と繁栄が我が党を無気力と無感動の状態に陥れさせた。そしてそんなにも長い間、物事を規制し、イギリスの光栄と同一視されて来た我が政党の大原則から逸れてしまった。

overthrow は政権の交代ではなく、もっと大きなことで、転覆とか訳した方が良い。

Nevertheless, this difficulty, though appearing to our imagination insuperably great, cannot be considred real if we admit the following propositions, namely, --- that gradations in the perfection of any organ or instinct, which we may consider, either do now exist or could have existed, each good of its kind, --- that all organs and instincts are, in ever so slight a degree, variable, --- and , lastly, that there is a struggle for existence leading to the preservation of each profitable deviation of structure or instinct. The truth of these propositions cannot, I think, be disputed.....
にもかかわらず、この困難は、われわれの想像力には、克服できないぐらい、大きなものであるが、もしわれわれが次の前提を認めれば、真実だと考えられない。すなわち、（今存在し、或は存在したと考えられる）器官や本能の完成の段階的な過程はその種にとってよいものであること、全ての器官や本能が微量であっても変化すること、そして、最後に、構造や本能に起こる有利な変化の保存に繋がる生存競争があるということである。これらの命題が真実であることは疑う余地がないと私は思う。

"Heaven helps those who help themselves" is a well-worn maxim, embodying in a small compass the results of vast human experience. The spirit of self-help is the root of all genuine growth in the individual; and, exhibited in the lives of many, it constitutes the true source of national vigour and strength. Help from without is often enfeebling in its effects, but help from within invariably invigorates. Whatever is done for men or classes, to a certain extent takes away the stimulus and necessity of doing for themselves; and where men are subjected to over- guidance and over-government, the inevitable tendency is to render them comparatively helpless.

「天は自ら助けるものを助く。」は良く知られた格言であり、広大な人間の経験の結果を小さなひとつの言葉で表した物である。自助の精神は個人個人の中にある真の成長の基となっており、多くの人々の生活の中に息きづけば、国家の活力と力の真の基となる。外部からの助けは。しがしばその効果を弱めるが、内部からの助けは普遍に元気づけるものである。人のため、あるいは階級のために何かをしてあげるということは、自分で何かをするという動機と必要性をある程度取り上げてしまう事であり、人々に対する指導が行き届き、統治が行き過ぎる場合には、避ける事の出来ない傾向は人々を比較的助けの無い状態にしてしまう。
